Spain’s Blockchain Infrastructure, ISBE, Advances in Its Design
Madrid, 10 July 2025 – The ‘Blockchain Services Infrastructure of Spain’ (ISBE) project has presented its Minimum Viable Product (MVP), laying the technical foundations for its growth and evolution. ISBE is not conceived as a single network, but rather as a blockchain infrastructure made up of different networks and services, adapted to the regulatory compliance requirements of diverse use cases, thus providing flexibility and adaptability to the user experience.
The main objective of the ISBE project is the construction of a national technological infrastructure based on blockchain technology, aligned with the European Blockchain Services Infrastructure (EBSI), for the development of innovative projects and applications, both in the public and private sectors. Its aim is to bring this technology closer to public administrations, businesses and citizens alike.
“We are building a trusted digital infrastructure that will foster a more competitive and resilient business fabric: the different use cases and functionalities of ISBE will strengthen Europe’s digital sovereignty, boost business competitiveness, improve public services and generate wealth and technological employment,” highlights Miguel Ángel Domínguez, President of Alastria.
The project is driven by the Community of Madrid and Alastria through a collaboration agreement and is part of the Territorial Networks for Technological Specialisation Programme of the Recovery, Transformation and Resilience Plan, funded by the European Union – Next Generation EU.
One of the unique features of ISBE, which sets it apart from other networks available on the market, is the incorporation of integral regulatory compliance by design – particularly GDPR and eIDAS2 – both at the technical and governance levels, to ensure trust and legal validity.
The launch of this infrastructure will place Spain, starting with Madrid, at the global forefront of technological innovation, as one of the pioneering countries in blockchain technology, making it available to public administrations, businesses and citizens. To date, no country has a national blockchain network that guarantees regulatory compliance and full functionality.
The ISBE MVP includes the deployment of a solid infrastructure following the IaC (Infrastructure as Code) model, a robust observability system with metrics and autonomous prevention and response services to guarantee stability and compliance with the highest SLAs (service level agreements), dashboards for monitoring and alert management, and the deployment of validator, bootstrap and regular nodes across different cloud availability zones to ensure greater resilience. All of this guarantees the correct functioning of the infrastructure in real time, strengthening the trust and reliability of the networks.
A project serving the economy and society
SMEs, large companies, public administrations, technology centres and universities will find in ISBE a platform for innovation, process improvement and the development of new digital services. In addition to regulatory compliance by design, it will also provide technological resources such as Smart Contracts and APIs, which will be available for easy integration into users’ projects, reducing participant costs and minimising technical complexity.
ISBE also represents a clear commitment to digital sovereignty, one of the major pillars of Europe’s digital transformation. Through this infrastructure, Spain will actively contribute to Europe’s leadership in emerging technologies, digital trust and data governance.
